I found exactly the same thing with my original IIc.

I think the devices most affected were 1200bps modems.

I have double checked the numbers and provided the device at the other
end of the link is not clocked faster than the standard, the IIc clock
being 3% slow is within the tolerance of the Async serial format to
adapt to.
