It would not be surprising if some damage occurred for the incorrect
polarity connection of the 12v lines--whichever one it was.  ;-(

The pattern you see is the result of the video generator running
with the video buffer uninitialized.  If you get the "beep", then
you know that the processor is being reset correctly and is running
code from the F8 ROM and page zero RAM.

However, this same reset code is responsible for initializing the
video buffer and putting the "Franklin" or whatever at the top of
the screen, so the reset code is not running to completion, or the
video display generator is not displaying the primary text buffer
at $400.
I am using a //e power supply (known working), do you think that this has something to do with it?

You were very close. Just the 12v lines swapped.

Looking at the MB with KB front,
and slots to the rear, you'll see:

 ---------------

This is what it is:

   1 GND
   2 +12V
   3 -12V
   4 GND
   5 +5V
   6 -5V
