I have a Control Panel (GUI version) called Desk Color.  It's v3.1 by 
Dave Leffler.  It says that it's "Another DemonAware Product!".

Bascially it seems that you can use it to update an init file created 
(maybe) by the program that implements this early on and I think lets 
you change background color using the init if you have limited disk 
space.  Change the settings, save the init and copy it where you want 
it.  It also allows you to set the background to be a picture, but it's 
hard to find one that looks good in the limited palette of the GS/OS 
Finder and also in other 640 and 320 programs you open.
