Just about every NTSC TV set ever made has a "tint" control that does exactly that - shifts the phase of the recovered color subcarrier. The reason is the the main weakness of NTSC was high sensitivity to phase errors. So you had a control to make faces green or purple :)
PAL TVs don't have it, so a multisystem TV in a predominantly PAL country may not have it. Just guessing.
