Line 10 tells the system to redirect output to the 80 col init routine
Line 20 tells the system to redirect input from the serial card init
routine
Line 30 calls the serial card init routine and returns when a
character arrives
Line 40 sends a character to the 80 col init routine which finally
switches from 40 to 80 col mode AND installs the 80 col input handler
overwriting line 20's effect..

You need to do some output between line 10 and 20. eg:

 15 PRINT
