Boot the IIGS with a floppy that has the SCSI drivers on it.  Have
both hard drives hooked up.  Turn them on just after you turn on the
IIGS.  This way the IIGS will boot from floppy as the hard drives
won't be "ready" yet.  You should then see boot hard drives and can
copy one to the other.

I have done this many times.
