The Basic Interpreter won't. The kernel will. So, if your disk has
a .SYSTEM file on it before BASIC.SYSTEM appears, that'll get loaded
and executed at $2000 no matter what. Just make sure you don't depend
on BASIC or BI functions!

At one point, ProDOS stopped supporting 48k machines and demanded that
you have 64k. I don't remember where that break occurred, but it was
before the departure into 65C02 ("enhanced") land.
