Yes, but only by using software to synthesize the waveforms and letting the Ensoniq chip "play" them.
I have the Music Synthesizer card which has 3 GI AY8910 chips and a 6522 VIA on it and I was wondering whether it can be programmed to produce simple speech.
Not in the way that you hope. It is possible to use the 8910 volume controls as a 4-bit DAC to play (rather noisy) waveforms.
