By far, the best Apple II emulator on a mobile device is James Lee's
Pocket //e which is based on the Applewin platform.  It runs on the
Pocket PC (I am running it on my CE 5.0 Japanese Phone.)

So far, I have run it on Win CE 3.0, 2003, and 5.0 and it has run like
a charm with standard .DSK files.
