There are two.  1) Oversampler, as described by Jeff down-thread and
2) LongPlay, which plays long audio files without the oversampling.

I find that neither program will work well with my CFFA card (the CFFA
appears to be just a tad bit too slow), but I seem to recall both worked
well with my hi-speed SCSI card and a drive capable of 250KB/sec (the
Chinook CT-100 in my case).
