I assume you're using Tools->Volume Copier.

You can copy a smaller image into a larger partition.  However, because the
volume size is encoded in the ProDOS filesystem, you would end up with
a 7MB volume and 23MB of wasted space.  (You may be able to correct this
after the fact with ProSel's Mr. Fixit.)

A better way is to format the target drive for ProDOS, open the source
device, copy all files with Ctrl-A Ctrl-C, open the target device,
and paste with Ctrl-V.  (Make sure the "strip pathnames when pasting"
option is disabled in preferences, or use "Edit->Paste Special".)

It's worth noting that copying all files on a partition to a newly
formatted partition has the effect of compacting all the files, or
"optimizing" the partition, and is both faster and safer than running
an optimizer on the Apple II.
