That depends. There is some older IIgs software (most notably some
games) that will not run on a ROM 3 IIgs due to some changes made to
the ROMs. However, there are quite a number of benefits for using a
ROM 3 too - namely, some minor bugs fixed (can't remember what they
are off hand), an additional 1Mb RAM, lower "noise" (electrical
interference) generated by the board, extra toolbox functionality
pushed into ROM (improved performance).

So, if you want to play some of the older games that do not work with
the ROM 3 then you may wish to stick with the ROM 1, however most
people would probably think that the positives for the ROM 3 are
sufficient to tip the scales in the ROM 3's favour. I know it did with
me.  :-)

In fact you could do what I did and put a ROM 3 into the IIgs case and
do the //e mod using the ROM 1 board and give your kids something to
play with (if you have kids?) - my daughter loves her IIgs and with it
being inside one of the early model //e cases it is almost
indestructible (man those original cases are rugged!).
