To answer that have a look at mobile versions of the X display managers such
as such as GPE or Opie. They look quite good on low resolution (compared to
desktops) screens such as those found on PDAs.

At worst the X server could use a virtual resolution, ie larger resolution
plus scrolling. Although I doubt anyone would want that.
