This statement is not very true, Bluetooth is meant to be simple for
"user", but it is difficult for "designer". You can go to www.bluetooth.org
to download the specification to see how complex the Bluetooth
protocol is. There are some open source Bluetooth protocol source
code you can find on the net, but you will be extremely lucky that you
can port it to your own platform. But you don't really need an
embedded OS.

On the contrary, WiFi protocol is simple and all the required protocol
is built into the WiFi chip, and you only need a TCP/IP and some other
simple object exchange protocol to connect to other WiFi device, and
TCP/IP is readiliy available nowadays I assume?! But you also need an
embedded OS which is also availble but may require a lot of efforts
too.

So the total effort to built the entire system (hardware, protocol and
firmware) I will say is probably the same.
