Right. And the main reason was that  the 2708 needed 3 voltages to operate:
+5, +12 and -5 volts. Same as 8080 CPU.

As a side remark the cheapest EPROM in 2007 are 27C256 and 27C512.
For that reason I use them for PseudoDisk.
