Maybe not. Even a blown chips often has semiconductors inside.
It's not a linear resistor so the "resistance" you read on your DMM
is not the same as exists at +5V.

That is a possibility, but it measures 3.0 Ohms in either direction,
with only a small fraction of a volt across it.  I'm thinking it's
pretty much a resistor now.
