I think it depends more on the clock driver being used in ProDOS.  The
Thunderclock driver built into ProDOS, which I believe most clock
cards operated like, has to compute the year but the IIgs clock driver
does not.  I haven't used an 8 bit Apple II with a clock card in quite
some time but I know I've never had to patch ProDOS on my IIgs.
