On the source side, you might want to look at QuickASCII:
http://quickascii.sourceforge.net/
It uses QuickTime to open the media file; it then registers a call-back
that converts each frame to ASCII after QuickTime renders it. You could
replace the ASCII lookup table with a suitable lores table. It's only
353 lines of code plus a command parser. It could effectively combine
steps 1-3. For example:
