Sure; that's what the .dsk, .po, .nib and .2mg file formats are all
about.  Emulators happily run with these as virtual disks (floppy and
hard).  Lots of options exist for creating the virtual images in the
first place: Diskmaker, DSK2FILE, Asimov, SST, etc. See:

ADTPro can move 2IMG files back to the GS, but ADT will only move 140k
5-1/4" images.  As others have suggested, if you have the hardware (a
68k Mac) or other communications methods then it's an easy thing to
move the image down to the GS and use the DiskMaker family or Asimov to
reconstitute real floppies.
