Give us a bit more information please.
Is this a NTSC or PAL (Europlus) machine? I assume NTSC, right? If PAL,
the solution for wrong colors is simply to adjust the two pots on the
PAL color card.
Which board revision number?
Is there a chip at the very front right corner of the board?
Can you get correct colors by either turning the color trim pot or
adjusting your monitors hue control?
Did you try swapping in a new 14.3181818... MHz quartz, the old one
could have drifted with age. If you do, you might want to connect a
small ca. 30pF trimmer capacitor in series with it. If your monitor/TV
is not of 1980s or earlier vintage, you might need to fine-tune the
Apple's frequency, as some newer TVs are much more picky with regard to
color carrier frequency.
Did you try a different monitor, yours might have a too sensitive color
reception and fail to engage the color killer correctly when in text
mode. The result of that is usually smeary, glaring, moving color
fringes as the monitor tries desperately to interpret those miniature
remains of a color burst. Especially when your Apple has a Rev. 7 or
earlier main board.
Also, did you test your monitor with another Apple, with a VCR, or
whatever. Maybe that is the culprit rather than the Apple.
