If you're on Windows, there's a M$ tool to write keyboard mapping
files, isn't there?
Google: "Yes, there is." Search for "Microsoft Keyboard Layout
Creator".

Anyway, I'm sure you'll be interested to know that Japanese keyboards
still have Control where Caps Lock is on US/English keyboards, and that
Shift-2 gives double quotes. ;-)
