The Copy II Plus sector editor is under COPY-->BIT COPY-->SECTOR EDITOR.

Note that it is a *sector* editor, not a *block* editor, which means
that if you use it, you will have to translate the block numbers and
byte offsets to corresponding sector numbers and byte offsets.

There are also ProDOS block editors, of which my favorite is the
Block Warden component of ProSel 8.
