Help Setting Up SCSI Chain (HD & CD on an Apple IIgs)

I have a ROM 1 Apple IIgs with a Rev. C Apple SCSI card in slot 7
(system is set to slot scan on boot).  I have a Microtech International
HD (SCSI ID = 3) and a Optical Access International CD drive (SCSI ID =
4) that I want to hook up to the IIgs. The setup was working when I
bought it, and came with a termniator that appears to be a pass-through
of some sort.

Currently I have the HD  connected to the SCSI card via one port on the
HD and a terminator plugged into the unused port.  This works just fine
and will boot from the HD if it is powered up when I turn on the IIgs.
The problem comes when I try to hook up the CD drive.  No matter what
combination I try with the terminator placement the system fails to
recognize either drive.  I've tried putting the terminator on the
unused port on the CD drive, putting it between the HD and the SCSI
cable going to the CD drive, and putting it between the SCSI cable and
the port on the CD drive (basically in all possible combinations).  No
matter what I try the system just hangs at the boot screen when the CD
drive is hooked up.

Note: The SCSI numbers were set this way when I got the drives, but I
just looked up an FAQ which said that the boot drive should have the
highest number.  However when I set the CD ID number to 2 and had the
HD set to 3, it still didn't work.  I'm not sure if this is a red
herring or not, but I thought I should mention it.

Can anyone help?  I'm completely stumped.
