Essentially it is.

As Scott Alfter pointed out, GSOS and ProDos 3.2 are available here:

And as Paul R. Santa-Maria  pointed out, you can update ProDos to the
final version by downloading GSOS and ProDos 3.2, and combining them
like this:

PRODOS 2.0.3 (named SYS/P8) is on System.Disk.
BASIC.SYSTEM 1.5 is on SystemTools1.
CLOCK.PATCH is on SystemTools2.
System Utilities 3.1 is on System_Disk_3.2

Download System 3.2, replace PRODOS
and BASIC.SYSTEM, and add CLOCK.PATCH.

Yes, I realize that--but it would have made sense to put the last
system disk up on the "older software" page rather than making
a user "recreate" it from other images.

Just another indication that the page is seen more as a trash bin
than as actual support for older systems.
