Otoh, if someone really wanted a ProDos master, wouldn't they think
it's worth at least the cost of a diskette + postage? Why this

Yes, if they wanted to order the media and wait days to get it. But nobody
needs to order a physical disk thru snail-mail these days. They can get it
instantly from the internet and create their own disk, hence eliminating the
need to pay for a diskette + postage.
Not everyone has the equipment or desire to transfer their instantly
downloaded files to an Apple II. Not everyone has a Superdrive or wants to
muck around with ADT etc... Syndicomm is offereing a SERVICE by providing
this stuff on physical media.
To force someone to pay for postage & media for an otherwise free binary (by
not allowing download) is greedy.
How is anyone being forced? It's not like it's impossible to download from
other sources.
I think the point that everyone has completely missed is that if you have
the knowledge/equipment to get files from the internet to your Apple II,
then there's about a 99.9% chance that you already have a ProDOS master
disk... if you've just acquired an Apple II with a 5.25" drive and no
other peripherals, and you don't know anyone locally who can help you out,
then getting diskettes from Syndicomm or some other source is going to be
your best bet.
