Aztec C (at least the C-65c version I had) was pretty close to a full
implementation of K&R C with extensions.  The language was complete, but
there might have been some missing features in the libraries.  It
predated the ANSI C standard by several years, so it wasn't possible for
it for it to be "100% ANSI". I think my copy was released in 1985 (ANSI
C was standardised in 1989).

I never used Hyper C, but I have a vague recollection that it was
missing some rather major features which meant it was an incomplete
implementation of K&R C. When I discovered its existence (early 1990s) I
didn't even bother downloading it due to these limitations.
