Works for me...the archive unpacked OK on one of my Linux boxes.
I suspect the problem is with WinZip, as the directory structure doesn't
look like something that should cause a problem with Windows. WinZip's
tarball handling has (IMO) always left something to be desired.
I'd recommend using GNU tar, which is available for Windows as a part of
Cygwin:
http://www.cygwin.com/
It's part of the base Cygwin install, so you shouldn't need to select extra
packages to get it working.
