It is still most likely a shift-key mod.  You don't have to be able
to display true lower case to print it out.  Some word processors showed
inverse letters for upper case, and some used the HGR display to show
upper and lower case.

The hardware lower case mod was icing on the cake.

The switch on the keyboard encoder board is used to either require
control to be depressed with Reset to reset, or use Reset alone.
