I may be wrong, but I believe you might have read the picture wrong.
As far as I can tell, the board has a USB to serial built-in, allowing
you to interface the Replica 1 SE directly to your newer computer over
USB instead of over serial.  Also, it can run off the aforementioned
USB line's five volts, which sounds like a damned good idea to me.
