My best guess is an electrolytic capacitor. They don't last forever,
particularly the cheap ones in consumer electronics. They dry out and
have high ESR- "effective series resistance".  I have a meter to
measure that, and would start by checking electrolytics located near
parts that get hot. Heat accellerates the drying process.

Second best guess would be solder fractures. Parts that get hot expand,
stressing their solder connections. With time and heat, fractures
develop and oxide grows in the fractures, insulating them.

I have fixed a few Apple II power supplies but don't recall the exact
details.
