That particular one is configured as an 8 MHz, 32K cache accelerator.

Used for the physically challenged/handicapped persons, it allowed
interfacing of devices that offered alternative means of input (headgear
devices, etc).

Actually that may not necessarily be a revision B card. These were
identified as Revision 'A', 'B' or 'C' by the onboard firmware part number.
The sticker is missing over the EPROM so it's impossible to tell without
actually plugging it in. The tiny glass window should be covered with
a sticker, exposure to UV light could potentially corrupt the firmware.
Most of these cards were upgraded to the revision C firmware,
and thus why people call them the "Apple Revision C SCSI card".

Speech synthesis card, often used in conjunction with the Adaptive
Firmware card above. The Echo IIb is the predecessor of the Echo II.

That is a Sequential Systems "RAM GS" card. It held a total of 4 MB
RAM, using banks of 1MBx1 ZIP-type chips. Earlier boards had empty
sockets you could populate, however this, like most I've come across,
has the chips factory soldered in.
It's for the Apple IIgs and fully DMA compatible. One of the better
cards out there although not as compact as others.
