I repair video monitors and I will testify that many such problems can be
solved by replacing a bunch of electrolytic capacitors.  After so many years
of being in a hot environment (and just plain time in general), those caps
dry out internally and they simply need replacing.  Fortunately, they're
cheap.  But if you're not sure of what you're doing, you could easily end up
making things worse.  It's also too easy to install an electrolytic cap
backwards, and that's no good at all.

Another problem that frequently creeps into video monitors is cold solder
joints.  That can cause all kinds of strange things to happen, up to and
including taking an extremely long time for an image to appear on the
screen.  Re-flowing the solder joints with a soldering iron and fresh solder
is a good thing to do while you're inside the monitor replacing the caps.
