It cannot be done without at least some active components (eg a couple
of diodes to OR the two chip selects into a single chip select {the CD
chip select can be used as A13 which is not available on the two ROM
sockets}). Have a look at the circuit diagram of the Apple IIc to see
how this was done. You would also need a rather strange socket with
leads running to two plugs...

The question is, why would you want to try? It would be far easier to
read the chip and burn the two halves into a pair of 2764 EPROMs.
