Well mine doesn't...

The crystal is marked:

14.25045
197002
N D K

This is an RFI Rev-D motherboard with the 50Hz jumper connections made
as I am in Australia which uses PAL 50Hz TV.

According to Jim Sather the NTSC Apple II/II+ has a 14.318180 MHz
crystal as it should be exactly 4x the NTSC color burst frequency of
3.579545 MHz.
