Ok...an update...

I didn't actually remove the chip (it looked a bit to delicate for my
handiwork), but I did apply a little extra solder to all of the joints
on what I assume is the clock chip. However, I just tested it and it
still isn't working....  :-(

If anyone can offer any more advice I'm all ears, but I feel that this
board may be a dead issue....  :-(    Well at least in the clock
department - everything else seems functional.

Anyone have a ROM 03 board they want to sell?
