Success!!!! I found a program that will do it! the program is called 
HDSCPARTITION. I found it in the archive hard.disk.utils.bsq, which 
contianed the file hardutil.shk.  I downloaded the file from 
http://www.umich.edu/~archive/apple2/8bit/util/hard.disk.utils.bsq. And it's 
2 32 MB ProDOS partitions for me!
