I'm not familiar with "dos.master," so I may be missing the essence of
your question.
Apple's ProDOS System Utilities 3.1 can read and write Apple UCSD Pascal
volumes. My Pascal zap utility can read and write ProDOS disks at the
block level:

Reading the ProDOS file system from a Pascal program is certainly
possible. I did it for DOS 3.3 some years ago in an article for Byte,
April 1982, p 447, "Converting Apple DOS and Pascal Text Files." A
similar treatment may be found in Call-APPLE's "All About Pascal."
