That's true, however Bryans requirement was to drive 16 LED's, which I
pointed out can be acheived by cascading 164's together. Implementing
this design with 595's is doable, but you need to keep the first 595
latched anyway, and if you wanted 24 or 32 LED's, you'd need to latch
them all.
Either approach works just fine in the end - my suggestion was intended
to be illustrative, and simple to implement, plus simple to extend.
Besides a '595 has about twice as many gates as a '164 - such a waste
of power ;-)
