Not necessarily - Win-95, -98 and -Me would do fine, and they were all
released *after* Win-NT (which was released in 1993).

If your computer has both a 5.25" and 3.5" floppy drive, and Win-NT/2k/XP
as the OS, make a 3.5" MS-DOS boot floppy and boot from that, then run the
software which reads Apple II disks from the 5.25" floppy drive.  You
can do fine without the harddisk in this case.
