Depends on whether you have the single-board keyboard, or the two-piece
(keyboard and encoder on separate PCBs).

No.  Most common source is another Apple II keyboard.

If it's an Apple II keyboard, that's one thing.  If it's a "II
compatible keyboard" from some other vendor, there's no telling what
encoder chip it needs.
