The difference can be the result of different video levels or different sync levels from the two computers. If the levels are reasonably close, a properly adjusted monitor will not tear. You already tried adjusting the overall video level and that didn't fix it, so I'm assuming that your II is producing a video signal with a slightly different sync level than the II+.
