As I recall, the IIc manuals did refer to it as the video expansion
connector. Apple's two connections to this port where the RF modulator
that shipped with most early IIc's, and the famously bad 'flat panel
display' they attempted to market.

The only other use Apple had for the 15 pin connector at the time was
the Apple III's RGB port and the AppleColour RGB card for the IIe, both
of which directly drove the AppleColour 100 monitor (the one with
electric tilt)

There may also have been an Apple produced RGB card for the II/II+ but
I've not seen it.

You're right though, it was a bit dodgy using the same 15 pin port, but
then, they did the same thing again when the IIGS came along, but I
*think* it shared its video output pinouts with the colour monitor
setups on the Mac II.

I don't think the connector provides everything one might want, either.
For instance, it'd be impossible to produce Double-Hires Mixed-Mode
from the provided signals, and even  switching between mono and colour
would be impossible without resorting to a physical switch. On the IIe
this is achieved by a couple of extra cyclings of AN3
