That would do it.  A VOC will do it for a slotted Apple II.

Another possibility would be to get an older, used VCR and record the
video output (at Standard speed, of course), then play it back.

Since the sync signal of the input signal is not recorded, but only
phase-locked to, and the VCR regenerates the sync and the timing
on playback, it ought to work fine.  Not real-time, but maybe useful.
