REL file documentation

Hi,

Inspired by the recent discussion of the REL file type in another 
thread, I've written some documentation and an example:

I've also documented the internal workings of the relocating loader 
tools, RBOOT and RLOAD. Although the programs are meant to work 
together, they take very different approaches to relocating code. The 
contrast is instructive. Also, because both programs use the Basic 
global page extensively, they are working examples of using the MLI 
while Applesoft is running.

As always, I'd appreciate any feedback.
