Actually, if you have the images in PDF form and a copy of Adobe
Acrobat Standard 7.0, it includes OCR.  Not sure how well it would work
in this case but it did a fantastic job with scanned textbook pages.
As for general image conversion, ghostscript + image magick are your
friends.  But image magick can really suck memory like no tomorrow if
you're working with huge images.  Beware.  (I learned this the hard way
using image magick + gs to convert 600dpi multipage tiffs to pdf's)
