The question about GUI vs CLI has nothing to do with the OS - it's
determined solely by which shell you stack on top of the OS.  And all
important modern OS'es have both a GUI and a CLI.
 
Unix and Linux were traditionally CLI based but nowadays have not only
one but several GUI's to choose among: on top of X-Windows you can for
instance run KDE or Gnome, which are two of the most popular GUI's
in the Unix/Linux world.
 
Windows has its "DOS boxes" as a CLI.  Calling them "DOS boxes" is
nowadays inaccurate though - even inside these CLI's you are running
32-bit Windows with all Win32 facilities available.  And the command
repertoire itself is a clear improvement compared to good ol' MS-DOS.
If you want a more Unix-like CLI on Windows, you can install and use
CygWin.
 
And nowadays even the Apple Macintosh have both GUI and CLI: when
OS-X was introduced, the Mac finally got a decent CLI -- of course
it's a Unix based CLI.  Sadly, most Mac users are completely unaware
of the CLI available in their Mac's.
 
So it's in the past when you had to choose a "GUI OS" or a "CLI OS"
-- nowadays most popular modern OS'es have both!
