Unfortunately, no. ProDOS needs a language card to work on a II/II+, and 
the language card and ROM card can't be used simultaneously because they 
interfere with each other. You need Applesoft on the mainboard to run 
ProDOS's BASIC.SYSTEM. If you don't need BASIC.SYSTEM, you don't need 
Applesoft, as far as I know. And by the way, a 64K II/II+ can run ProDOS 
up to version 1.9.

Not really.

If you have superfluous Integer BASIC chips, I'm sure somebody would be 
willing to trade them in for the far more common Applesoft chips. I've 
hunted a long time for IntBASIC chips and still got only the BASIC 
itself, but not the Old Monitor or the Programmer's Aid #1 chips.
