There's a range of valid frequencies, but 60Hz is one of them.

I've been thinking, there's probably a very simple way to do VGA output with something as small as a PIC/AVR micro. You don't even need a frame buffer to do simple VGA output, just a line buffer (or two).

Exactly.  This is usually called a "scan doubler"--in this case
one specialized to the Apple II video.
