uh oh...  I've already done I/O select, device select, ROM select, and
some of the video scanner...

anyone have good quality scans of 1981 schematic?

Will Altera produce Spartan3 compatible output?  Can I program
Xilinx from Altera, or export a file from Altera, import into Xilinx,
and update the device from there?

Xilinx ISE isn't very friendly at all.
