Right now I'm assuming that due to the motherboard layout the ROM 01 was designed for a socket while the ROM 03 was designed for the VGC to be directly soldered to the motherboard.
THis is the case for all the ones I've seen. But if you really need it, you can find a surface mount socket, the trick is soldering it on. Best bet to tap the soldered one is to invert a socket. Best bet to tap a socketed one is to pull the chip and get the reverse socket...
